Concelho

  2. The 'concelho' was a medieval municipality that often corresponded to a territory headed by a city or a small town. The 'concelho' after the 1340s was normally governed by a restricted number of more prominent and wealthier citizens, the 'good men' (Port. 'homens-bons'). From the thirteenth century, the 'concelhos' also sent their representatives to the Portuguese medieval parliaments or 'Cortes'. As the social and economic importance of the cities grew, and the mechanisms of self-government became more closely controlled by the urban elites and regulated by the monarchs, the 'concelhos' also attained growing political clout.
